Shropshire care home owners have been warned they should review
their fire protection strategies regularly to make sure they comply
with tough criteria.
Tony Conlon, Health and Safety Director at Henshalls Insurance
Brokers in Newport and Shrewsbury, said as well as assessing their
fire risks, care home owners should also check their insurance
cover.
"It's a condition of many insurance policies that care homes
must comply with all the relevant legislation, and if they don't,
the insurance could be worthless. Obviously care homes are
responsible for the safety of residents who are often elderly and
vulnerable, so it's vital that their policies are up-to-date."
Tony said the first step was to carry out a fire risk assessment
which should be completed by a "competent person" - someone with
sufficient knowledge, experience and training in fire safety.
"This will cover any potential hazards in the property, and
identify emergency routes and exits. It will also need to identify
who is responsible for contacting the fire service if there is an
emergency, and give details of the layout of the building, in
particular where the residents sleep.
"If there is no-one suitable within the company to complete the
report, there are many local health and safety experts who can
help."
As well as the assessment, Tony said Shropshire Fire and Rescue
Service would also require care home owners to have written
evidence of regular testing of fire alarms, annual maintenance of
fire extinguishers and the alarm system, and records of fire safety
training for staff.
"You will need to give details of the training given and show
that it takes into account the actions identified in your emergency
plan. And it's also crucial that training is given to all staff,
including temporary, casual and part-time employees."
But Tony said unlike other companies, care homes may find it
difficult to practise evacuation procedures, particularly if
residents had mobility problems. "It may be better to consider
timing how long it takes to get the residents out of their rooms on
a normal day and factor that into your emergency plan.
"Shropshire Fire and Rescue Service regularly inspects
businesses across the county to ensure they comply with the tough
fire safety guidelines in place, and they will want to see written
evidence that the legislation has been followed.
"Care home owners must review their strategies frequently and
ensure they keep themselves informed of any changes in the
legislation."
